People usually start with the COA. I would start one step earlier: does the price even make sense for the material being claimed?
If a finished vial is selling below the realistic value of the API inside it, something in the story is missing. Maybe the amount is not what the label says. Maybe the report belongs to another lot. Maybe the seller is three middlemen removed from the source and does not know what is actually in hand.
A low price alone is not proof of fraud. It is a reason to slow down and verify the chain: who handled it, which lot was tested, and whether the lab will authenticate that exact report number.
